Phase 2 of #250. Depends on the shell (phase 1).

Move three existing admin surfaces into the settings shell as topics with their tabs:

Licensing — tabs: License · Seats · Billing.
Sharing — tabs: Policy · Active links.
Storage & quotas — tabs: Usage · Limits.

Old entry points for these redirect into the shell until the legacy modal is retired (phase 5). No settings-API changes — presentation only.

Acceptance: each topic renders under the shell with its tabs, all controls functional against the existing endpoints; deep links (#/admin/licensing/seats, etc.) resolve; CI-green, deployed, dogfood-verified.
