Phase 3 of #250. Depends on the shell (phase 1). Parallelizable with phases 2 and 4.

Move three existing admin surfaces into the settings shell as topics with their tabs:

Retention & holds — tabs: Retention · Auto-purge · Legal holds.
Audit log — tabs: Settings · Query.
Encryption & keys — tabs: Custody · Recovery.

Old entry points redirect into the shell until the legacy modal is retired (phase 5). No settings-API changes — presentation only.

Acceptance: each topic renders under the shell with its tabs, controls functional against existing endpoints; deep links resolve; CI-green, deployed, dogfood-verified.
