All three items, each Go change built strictly test-first with the red phase witnessed on the runner (failure output grep-asserted in the same job before the implementation splice). 1) Admit(username, isAdmin): every distinct signed-in account records a seat, admins included; admission unchanged (admins never blocked; at cap the count honestly overshoots). Seat definition added to licensing-faq.md. 2) tn() sweep: 14 singular forms ×4 locales (Users & access member chip; Overview retention rules / legal holds / share links / spaces / seats / unassigned / peers; audit events / months / retention sentence; duration years/days/hours) — deliberately skipped transient progress counters and multi-variable summaries. 3) Users & access: adminClientFailing endpoint field + amber "Failing" row with Option-B action copy + explanatory note where the Administrators section would be (found live in the #346 broken-secret test). Closes #426.
