Nikola's review of a2ca3f8: the red-phase test comment read as present tense after the implementation landed ("today the payload still includes seatsUsed"); now past tense with a pointer to the run-log evidence. The v0.3.2 CHANGELOG entry's {licenseId, seatsUsed} and ">50 seats" claims were true at v0.3.2 — kept as history, now with an explicit supersession note (v0.3.23/#89, v0.6.132/#428). Comments/docs only, no release.
