Per Nikola's precise phrasing: an instance with no licence installed never phones home; any installed licence — above or below 50 seats — checks in monthly carrying the licence id and nothing else (#89, #428). Fixes the "≤50 ⇒ no phone-home" coupling in README, ARCHITECTURE §8.1, licensing-faq, and the FreeSeats comment, and drops PUBLIC-SECTOR's now-false "anonymous seat count" claim.
