Second docs consistency run (second-to-last before launch), plus the product-wide EULA.

New: EULA.md (draft v0.1, dated 2026-09-07). Governs use of Cairn in both tiers alongside LICENSE.md (which keeps the source-code rights): commercial keys, Paddle as merchant of record, exactly what data reaches the vendor (nothing keyless; licence id only with a key, with the #40 server-side check-in/refusal records disclosed), the operator-is-controller split, the lawful-use clause for optional monitoring features (#423 accountability), warranty disclaimer, Swiss-law liability cap (art. 100 CO carve-out), termination-to-free-tier, Swiss law and venue. Carries the same DRAFT-pending-legal-review banner as LICENSE.md and a maintenance note to swap in the GmbH name on commercial-register entry (naming "GmbH" pre-registration is not permitted).

Consistency splices (everything found stale against v0.6.132–137 + license-server #40): README (leak tracing in the governance bullet, Remove licence, EULA in the License section), admin-policy (Trace/marking deep-link rows, the #442 picker + #433 registry in the querying bullet, a download-marking subsection), SYNC.md (marking-vs-bisync churn caveat), ARCHITECTURE (verb registry + CI tripwire recorded in the audit bullet), PUBLIC-SECTOR (status note extended past #64), licensing-faq (server-side check-in records disclosed; new "what terms govern my use" entry). Verified current already: ARCHITECTURE licensing section, licensing-faq #437/#438 answers, handbook index, users-access, deployment.

Docs-only — no release tag; EULA introduction gets its changelog line with the next feature release.

README gains leak tracing in the governance bullet, Remove licence in the licensing bullet, and the EULA in the License section. admin-policy: deep-link rows for the marking toggle and Trace tab, the #442 action picker fed from the #433 verb registry in the querying bullet, and a download-marking subsection pointing at leak-tracing.md. SYNC.md documents the marking-vs-bisync churn caveat. ARCHITECTURE's audit bullet records the registry + CI tripwire design.
