Part of #692 and #694 (both stay open as trackers).

#692: the admin sidebar's fifteen missing dictionary keys ship in de/fr/it — the buttons already carried (or now carry) data-i18n, and applyI18n silently skipped keys absent from the dict, which is why the sidebar stayed English. Page title, breadcrumb and lede go through t() with new admD_* keys ×4. Sidebar section headers become translatable. Transliterations fixed (Übersicht, Aperçu, élément(s), update-check/custody/recovery/managed strings). Remaining on #692: other ASCII-only strings in the dict (e.g. more "verschluesselt" carriers), the Sharing-policy hint strings (their sd* keys ARE translated — re-verify on the current build whether the pane uses them), and fr file-type subtitle word order.

#694 subset: .kvbadge follows the badge canon (pill 999px / 10.5px / 700 / uppercase); the sidebar storage meter re-renders on language switch. The rest of the roll-up (off-scale rem font sizes, lowercase inline actions, mono OCM buttons, UA-blue release-notes link, banners, native selects, UTC labels, 44px touch targets, raw gRPC/404 error pages) remains open on #694.

The admin sidebar's fifteen missing dictionary keys ship in all four languages (applyI18n silently skipped them, leaving the sidebar English); page titles, breadcrumb and ledes go through t() with new admD_ keys x4; the file-browser sidebar section headers become translatable; ASCII transliterations gain their accents (Uebersicht->Übersicht, Apercu->Aperçu, element->élément, and the update/custody/recovery/managed strings). From the roll-up: .kvbadge follows the badge canon (pill 999px, 10.5px, 700, uppercase), and the sidebar storage meter re-renders when the language changes.
