Phase 4 of #250. Depends on the shell (phase 1). Parallelizable with phases 2 and 3.

Move the remaining admin surfaces into the settings shell as topics with their tabs:

Basic settings — tab: General (instance name, default share expiry, email server).
Spaces — tab: General (backend, IdP power mode).
Updates — tab: Version (running version + upstream check).
Users & access — tabs: Admins · Two-factor.

Also decide here on the optional Overview landing topic (instance name, version, license tier, storage used, peering on/off) — build it if it earns its place, otherwise drop it.

Old entry points redirect into the shell until the legacy modal is retired (phase 5). No settings-API changes — presentation only.

Acceptance: each topic renders under the shell with its tabs, controls functional; Overview decision recorded; deep links resolve; CI-green, deployed, dogfood-verified.
