Epic #250 phase 4. Adds the remaining Administration topics.

Overview (new) — the default landing when Administration opens. Instance at a glance: name, running version, storage used, licence tier, peering state — aggregated from existing endpoints (/admin/info, /api/v1/license, serverSettings).
Updates — Version panel: running version + upstream check (/api/v1/admin/updates).
Spaces and Users & access — single informational panels. Neither has live controls in the app: accounts, admin rights, two-factor and the spaces backend are identity-provider / deployment-config managed. Per the anti-fragmentation principle (and consistent with phases 2–3), the issue's Admins/Two-factor tab split was collapsed to an honest info panel rather than empty tabs.
Basic was already the General panel and is unchanged — no email-server setting exists in the app, so nothing to add there.

Overview decision recorded: built and made the default admin topic; it earns its place by aggregating at-a-glance state with no new endpoints.

Presentation-only; no settings-API changes. Deep links resolve to #admin/<topic>.
