Phase 5 of #250 — closeout. Depends on phases 2, 3, 4 (all topics migrated).

Once every admin surface lives in the shell:

Remove the legacy Settings modal and any leftover purpose dialogs.
Make all old entry points redirect into #/admin/<topic> (no dead links).
Docs: refresh docs/handbook/admin-policy.md and peering.md with the new deep-linkable paths and add screenshots (ties into #206).
Verify no admin control is only reachable via a removed surface.

Acceptance: legacy modal gone; every old entry redirects; docs updated with deep links + screenshots; full admin walkthrough dogfood-verified; #250 closable.
