Frontend half of the licensing model (#24 has the full enforcement spec):

Admin-gated Settings → License panel in the web UI: paste/replace the license key, show status — licensed org, seats used / max, expiry, last successful check-in, grace-window countdown when check-ins are failing.
Warning surfaces for all admins: seat limit reached without a license (buy prompt linking to the site), check-in grace window active, license revoked/expired.
Non-admins never see licensing UI; the only user-visible effect is the "seat limit" sign-in rejection for new users above 50 (#24).

Depends on: #24 (verification + enforcement in cairnd), which is blocked on the signing keypair (M1).
