per row icons like the favorites star and the kebab menu are on visible on hover. make them visible permanently.

Shipped in v0.6.172 (rows) and v0.6.173 (tiles), live on both dogfoods.

List rows: the star, download and kebab render permanently in the quiet muted grey — hover only darkens the one under the cursor. The hover-hide CSS is gone.
Tiles got the same treatment and more: they previously had no actions at all — now the checkbox is always visible (white halo when it sits on a photo) and the name row carries the star and kebab permanently, opening the same menu as list rows.
