First wave of the approved file-browser mockup (rev-1), frontend only.

#509 — .rowact (star / download / kebab) renders permanently in the muted grey; hover only darkens. The hover-hide CSS is gone.
#487 — the list header becomes the mockup's sunk uppercase band; Name/Size/Modified are click-to-sort with a direction arrow; a toolbar sort menu offers the same six modes; folders always sort first; deactivated spaces keep sinking below the divider.
#485 — gear popover: Show hidden files (default off — dotfiles now hidden), Show file extensions (default on; off strips display-name only, sub-line and rename keep it), Items per page (20/50/100/200/500), Tile size S/M/L slider (mockup's 68/96/140px stops). Footer band attaches to the list card and carries the pager when a folder exceeds the page size.
All prefs live in the existing per-browser cairn-prefs store. Search/recents/favourites keep their own ordering (showPath callers bypass the transform), and sort/gear re-renders are guarded to the files view so they can't repaint over those views. Select-all now selects the visible page.
i18n: 15 new keys ×4 locales.
