Full documentation pass against the shipped state (locks #315/#393–#396, Locks admin page, WebDAV class-2 locking, notification bell + retention #402, transfer history retention #404, statestore reality):

README: Web UI bullet gains Transfers view, owner column + item counts, lock row action and the notification bell (retention-bounded); WebDAV bullet now states real class-2 LOCK/UNLOCK; Data governance bullet gains per-file locks.
ARCHITECTURE.md: §2 "two small store files" replaced with the statestore reality; §5.4 decorator order corrected to base → reserved → encrypt → quota → ownermeta → filelock → trash → hold → audit → scope, with a new per-file-locks governance bullet; §7 WebDAV paragraph rewritten (locks are enforced, not advertised-and-ignored) and the REST list gains /api/v1/lock, /api/v1/notifications* and /api/v1/admin/locks; §11 store list updated (space membership, recents, favourites, locks).
handbook/admin-policy.md: title + location table rows for Locks and history retention; new "File locks" and "History retention" sections.
handbook/index.md: admin-policy covers cell updated.
handbook/deployment.md: state layer list updated.
handbook/peering.md: transfer-history retention window noted.

Also removes the docpass scout chunks and all scout/one-shot workflows (including the stale scout-docs.yml).
