Second batch of the v0.7 QA findings: the admin/departed cluster plus two consistency fixes.

Recipient picker drops accounts the directory no longer resolves; directory-accounts list marks them departed, no Make admin (#686)
Groups "Used by" counts share grants independently of peering refs (#687)
New GET /api/v1/admin/links: instance-wide, links-only, frozen flagged; tab restyled to cards; admin may revoke any link (#688)
Transfer dialog: estate line gets loading/measured/unmeasurable states (no more eternal "computing…"), canon field for New owner, honest shares-only copy (#689)
me reports passwordLocal; Change password hidden for IdP accounts (#658)
avInitials everywhere - top bar and menu header agree (#657)
Spaces copy: "ago ago" fixed, managed member counts show a dash, New-group dialog names the space side effect; the provisioning question itself stays open on #690

Red-green: web/test/qa2.test.js, internal/api/qa2_test.go. i18n x4 for the four new keys.

Recipient search and the accounts list learn what the departed sweep knows; groups Used-by counts share grants on its own; the Active-links tab reads a new admin-wide links endpoint (links only, frozen flagged, admin revoke) with card styling; the transfer dialog's estate has three honest states, a canon field and truthful shares-only copy; Change password hides for IdP accounts via me.passwordLocal; one initials rule everywhere; spaces copy stops doubling ago, managed member counts show a dash, and the New-group dialog names the space it provisions.
